What would verifying do if there are no ads on Peepeth? I also thing Peepeth should have an ad supported version that you can turn on if you want to collect BAT.
Peepeth doesn't have to show ads to benefit from Brave. Brave users who view ads on other sites will redirect those funds to Peepeth. Check out https://basicattentiontoken.org/ for more on how it works. It'll be invisible for all peepeth users unless they use Brave.

Lastly, users can also pin sites to always receive a % of their monthly allowance, even if they don't visit that month. So in my earlier case I pinned Peepeth.com to always receive 10% of my monthly (BAT). Payments accumulate for publishers even if they're not yet verified!

The easiest way to get started is by downloading Brave (for desktop or mobile) It's such a promising project -- imagine getting paid for the ads you see on youtube and then redistributing that to your favorite indie webcomic artist or soundcloud musician.

Users can fund their allowance just with ETH or BAT token, or not do anything since you will also accumulate BAT just by viewing ads on other sites (advertisers split their payment between the publisher site and the individual viewer)

Brave.com is an awesome browser -- the concept is that it tracks privately how much time you spend on each domain, and then splits up your monthly allowance (BAT, an ERC20 token) amongst the sites you spend your time on (ie 50% time of coinmarketcap.com = 50% of your allowance).
