Having a small cost associated with posting might make it cost prohibitive for bots... or would it? Some of these botnets may have political backing, and therefore may actually be able to sustain higher costs than an average user is willing to pay. 🤔
Preventing bots with a cost is useless. If incentives are greater than the costs, bot will still be used. IMHO, to tackle that problem properly, one should improve the detection methods. With machine learning for instance. Let a machine detect and block other machines :)
