They are not going to waste resources and time on these if they were not going to add them. They just need to be cautious because their announcements have a huge impact on the markets. I would be VERY surprised if they didn't add all these.
I'm sure there are plenty of regulatory uncertainties that are being explored and will be useful future reference, add or no add. You might be right and they all get added, but I still wouldn't take it for granted.
