I don't think the protocol is an official standard just yet. Interoperability standards are something I've personally been pushing for. I don't believe that unsigned actions would be visible to other clients since they are not technically on the chain yet.
On this note: is there a guide on how to pull peeps from IPFS without going through peepeth?
