Why would rate of change of token holders over time be a useful metric?
Because it's probably positively correlated with community interest in a project and could be a metric to measure how "healthy" a project is from a community standpoint.

Whether launched or not, it looks good in practice but will probably present a lot of fee and adoption challenges. Not to say it can't be done though.
